As previously noted many times, charging a surcharge for Paypal payments in the classifieds breaks both the Paypal rules and TalkBass classifieds rules.
Here is the relevant section from the TalkBass classifieds FAQ:

Recently, people have been getting 'creative' and using phrases like:
"$2,000, after all applicable fees"
"$2,000 net after fees"
There's no mistaking this for what it is, trying to get round the rules about adding surcharges for payments.
To reiterate, it is against the rules to charge a surcharge for using a payment method or to insist that a TB user must use a fee-free personal payment when using Paypal.
Classifieds threads violating this rule may be deleted without notice.
Users breaking these rules are subject to action, up to and including termination of membership for repeated violations.

Sellers, if you don't want fees it's simple - only accept checks / money orders.
