Does anyone have this? I'm wondering if it's really akin to jazz fakebooks, having the complete melody and chords, or if it's like most bluegrass books with just the lyrics and chords.

*I've* never heard of it, though that would be the fantastic if the melodies were in there, since so many bluegrass tunes use similar chord progressions and the proof of the pudding is the melody...

I got the book, it's pretty sweet. Yes, obviously, in bluegrass you play I V most of the time. The book has the melody written out in standard notation. I've found that you still need to listen to a couple recordings if you intend to sing the melody because most bluegrass vocals are difficult to notate exactly. It's still a great book to have though.
