Why is the double-bassist allowed to play solos ?

I always thought is was for the audience to have a chance to go to the bathroom and get another drink or am I confusing that with the Drum solo joke?

I thought that horn players gave us solos because they don't want to have to play their solo on the next tune with only drums and piano accompaning them.

A pianist friend told me of a bassist in Europe somewhere whose business card read " Bassist: Has Car Does not Solo" Even if it's
apocryphal, it's a good story.
