It all depends where you're coming from and where you're going. It might, after all, be best to do 2-1-4 (with A on the G string). Rhythm and articulation will also play a role in choosing your fingering.

Taken in isolation, there's no compelling reason to choose one fingering over the other.

I assumed he was asking about a descending C major scale.

From Rabbath method, 4-2-1 in one position for descending C B A on G string (C major scale).

Rabbath says 4-2-1 with a pivot between 2 and 1.

A pivot is like a shift, but you don't move your thumb. You do it all the time and prob don't realize it.
