Answer 1: You can repaint it. However, how nice of a finish you get, totally depends on the process. You can do the automotive equivalent... take it to Maaco and get a crappy Maaco quality finish, or take it to a hot-rod body shop and let a master create something perfect for you. This question can become its own 12-page thread, with dozens of options and different ideas, methods and techniques.
The best suggestion, is to strip your bass apart, strip the paint off it, and start from scratch. Staining and dyeing will give the raw wood a natural color that lets you see the woodgrain of the body, and yields a very elegant and classic style. Painting with opaque solid colors lets you do whatever you want. Afterwards, you can then paint a clearcoat over the coloring, to protect it and keep it clean.
