I've found them on ebay and amazon from $30-$400 plus. Any recommendations on brand and how little I can get away with spending?

If you want really accurate readings, get a digital one, otherwise an old style needle meter is ok. I got a Delmhorst J-Lite and works great. simple device... 175$ is quite a few bucks though.
