Flea, by far. Hoppus is just a generic pop/punk bassist whilst Flea has influenced many bassists around the world with his aggresive style.

as much as I don't like Flea, he's definitely the better bass player....your average bassist can play most Blink material straight out of the box (very little practice).

Flea's playing is definitely more intricate...albeit, not particularly musical (but that's just my opinion, don't flame me for it).
