My name is Isaak and im 14
I have been playing electric bass for 2 years and want to switch to the Double Bass because i want to get into Bluegrass and other music of that sorft because it is a lot more active. If you could give me some advice on where to purchase a good quality/cheap DB that would be Greatly Appreciated

Ask any upright players you encounter in your bluegrass travels. Most of them are pretty friendly and would be glad to share info of dealers or others who may be looking to sell.
If you fill out your profile here and let folks know where you are, they may be able to recommend dealers/folks in areas near you.

Welcome to TalkBass DB, Issak! It's always good to see younger folks getting into double bass. Here's some good reading: http://www.gollihur.com/. Bob has a lot of information on his site, including a great luthier list.
If you've read all the threads that Uncletoad linked for you, you've learned to stay away from the cheap eBay basses and to be wary of Cremonas, Palatinos, or other cheap, Chinese basses (CCBs). The deals look good, but there are a ton of horror stories. If you can come up with $1,500 you'll have a reasonable choice of serviceable instruments. You can find something for less if you shop around carefully.
