I have a set of hipshot ultralight tuners that seem to be *just a bit* too small for my neck. Oddly, they were too small for the neck they were originally on, but I never noticed since I hadn't built it.
The tuner sleeve should fit snugly into the holes on the neck, or am I missing something?

no, you're not missing something...
the proper fix for this is to plug and redrill...
if you're not into messing around with this you can use thin veneer piece and shim the grommets...
another solution is to use a bit of 2-part epoxy to fill the gap...just make sure you don't make a mess of it...and if you want to be able to ever remove the grommets again, make sure you cover the metal with a coat of candle wax first...

Contact Jason at Hipshot and tell him what you need. He's made a couple different sets of bushings for me AT NO CHARGE. They have several wall thicknesses available and will likely get you hooked right up. Consistently the best service I've had. I have bought five sets of HB-6's so far so I'm a little biased. what is the diameter of the tuner holes on your headstock?
a 1/2" key utilizes a 11/16" hole (standard BML size)
a 3/8" key utilizes a 9/16" hole (standard GB7 size)
Fender Japan utilized a hole somewhere inbetween these sizes, so you'll need to utilize a tuner key designed for that hole if this is what your bass is

you should be able to measure accurately enough or this purpose with a drafting scale of tape measure if you can't find a dial caliper anywhere
