I am new to bass and I was looking at

I see tabs with alot shifting and is there any difference in the sound you will create if you were to play the 7th fret B on the E string as opposed to the 2nd fret B on the A string. Or is it all just about finger placement? (this question isnt necessarily just about that note but any note)

There is a difference. To me, playing higher up on the fret board makes the note "rounder". That's not a good or bad thing, just different from the tone in the 1st position.

Fretting so that more string length is vibrating creates more overtones. To me it has more of the sound of the string, a more agrressive bite. Plucking the same note further up on a lower sting will produce the same pitch, but with more fundamental and less over tones, closer to a pure sine wave tone. To me this has a more fat, thick bassy sound.

you can hear the difference easily yourself, try this:
Play E on the D string, 2nd fret
Then
Play E on E string, 12th fret.

should be obvious once you hear it.
