Lately I've been trying to set my sx up, but it's being annoying. I got the truss rod to give the neck a slight relief, but that's been my only success. The frets are giving me trouble. I get this unbearable buzz around the 5th fret. The 4th, 5th and 6th frets buzz when the rest of the frets don't. There is another spot like this on the neck, but it's not as noticeable. What's going on? Also, what is a good place for a professional bass setup in San Diego at a decent price?

Likely one, two or more high frets. If raising your bridge saddles get rid of the buzz, it's a high fret.

StewMac has a tool called a fretrocker that is great for diagnosing high frets.

It sounds like your going about it right, but just for others who may find the thread...

Truss Rod Adjustments = To set the relief (slight bow) of the neck which allows the string space to vibrate. You should not adjust the truss rod to get your strings higher or lower.

Bridge Saddle Height = To set the string height up or down depending on personal preference and playing style.

I'm trying to get the neck straight to see if there are high frets. I've heard that you can use a straight edge to diagnose high frets, but the neck needs to be straight.

I've heard Repair Zone is a good place for setups, but what would it run me for a setup and some fret work?

I got a gig bag for it and dropped it off at repair zone. He said it should be back in my hands before the weekend and that it'll run me 60 bucks.

The guy did a great job. He filed the nut, adjusted relief/action, fixed some frets, and did intonation. Only one issue: the humidity here (not usually that humid here, brought back the fret buzz. I need to call Tuesday to arrange a fixing.
