Where do on the fretboard do you do the fregelet tuning?

(Hope you know what I mean, I don't know how to spell fregelet.)

If you're referring to flagolet tuning, it's the fifth and seventh frets.

can you allso use it to "drop D"? Where would it be then?

Well think about it logically, just strike the open D harmonic at the twelfth fret on the D string and then your open E harmonic at the 12 fret of the E string and compare the two......thats how i do it, although you can do it lots of other ways
