hey. I just got a new bass a couple months ago this is my first one ever. My friend told me I should take it into someone so that they can adjust it and stuff.... I don't really know what he's refering to but it sounds like a good idea. Is this necessary? What does the guy do? And if it is a good idea do any of you know good people within the san francisco bay area, CA, that you reccommend?

This should probably go in Setup.

He means that it needs to be set up. This involves setting the action (height of strings from fretboard) and intonation (getting the bass to be in tune across the entire fretboard), and, if need be, setting the relief (the curvature of the neck as set by the truss rod). There are instructions for setting up your bass in the Setup forum, but there are certainly people in your area who can do it if you don't feel capable.
