It's called "contrabass balalaika" and has 3 strings and tuned like a bass guitar - EAB. Frets too. It requires different technique - you "double" your fingers (index+middle and ring+pinky) and this gives you 2 stronger "fingers". And you need that. Neither double-bass nor bass guitar technique works well.
But it's fun and sounds pretty good.

Fred | Probably soft and undefined considering the flat top and tiny bridge. Do those even have a standard bass bar and sound post or do they have something different inside?

Not questioning Your desicion, just asking.
I mean, folks over there (here ) on the dark side have most likely seen or even played fretted "DB's", but on the side of light, a fretted DB is going to raise all kinds of hell.
Methinks anyway.

The one in the ad is reworked DB, but originally its called berda, i.a.:
It's original ethnic instrument, from family of mandolins(well, tamburitza, to be exact), not from violins like DB.The example above has DB headstock, but older ones dont. Usually it's played with a pick.
Here's nice old berda on left pic, on right is berda player in action (he has octave string, which is also not common) =P

2500 NZ smackers is about 1900 US at the moment. That's pretty serious money for a bass.
I wonder how it came to be in New Zealand. Not like there are many EuroFolk musicians hereabouts. That hairdo and getup would get you turned around at Immigration.

| | | | Berda Hello,
Actually in this picture is current version of this instrument. Previous posts are showing older versions in obsolete tuning systems... Currently it is tuned GDAE, played with a pick and usually has sound with much more punch than double bass (and somewhat less sustain). Inside there are some differences compared to double bass (no tone bar)...
I play this instrument, and also repair and make instruments, so feel free to ask if Euro (Slavic) ethnic instruments are of some interest. Unfortunatly English is not my native language, so i must appologise for any spelling and grammar errors.
Best regards,
