Is this a 3/4 sized bass?

Buying my first Double Bass. So I'm a total neophyte. Sorry in advance.

Have a chance to buy a Meisel but the seller knows very little about it....was given to him as a gift. I'm trying to find out what to offer.

Here are the dimensions. Can anyone confirm that this is a 3/4, please?

1. Top to bottom lengthn (a bit more than 6 ft.)
2. Bottom to top of body - 45"
3. Widest Bout - 26"

Possibly the best number to post is the "scale length" from the nut to the bridge.
