There is plenty of information in our forums about less expensive basses, affordable basses. Some of that info is in threads that harp on how bad some of the least expensive Chinese instruments are -- it comes up when people talk about sensible alternatives to the Crapatino.
I think you'll find that if you add a bit to your budget you'll catch more fish. A usable-quality bass, new or used, for less than a grand? Good luck -- let us know if you find one because a lot of us would be very interested. If you up your budget though to, say, $1500, things get more interesting. At $2000 you've got lots of options.
You're very close, but you may need a little more cigar.

I have an Eberle hybrid that I like pretty well, but it was about $1700 out the door delivered, still pretty cheap.

From where you are in Bethesda, there are several shops nearby:

Something tells me I'm forgetting someone. Like has been said, 1500-2000 gives you many more options. But if a g-whiz is it for now, then you can call those shops and tell them you're hoping to pick up a used hybrid bass for a thousand, and could they keep an eye out for one for you. They get trades all the time, and it would just be a matter of time before one showed up that was a good player but might show some wear. Most shops have a short list of players looking for things like this.
Also, let your friends and family know you're looking for one (the Fuqua method) and one might pop out of an attic for you.
