chord around Ron Carter's bass

What is that piece of chord that looks kind of like a belt around ron carter's bass? I've also seen it on the bass player for McCoy Tyner's bass. Does it dampen the sound, in the same vien as a walet on a snare?

Is it, perhaps, the elastic band from his bass bib? I haven't seen a picture of Carter's bass latetly, so that's a guess, I guess.

A bass bib is a cloth, usually oneside velvet the other side silk, that prevents the player from scratching up the bass's finish with buttons, belt buckles and any number of other objects. Typically I have seen them with a pocket on the back side that is good for holding small objects like pencils and rosin. I orded on a few weeks ago for my bass from the shop I work at and I can't wait for it to come in!
