interested in DB

Hello...I am looking to buy my first upright bass...i have been playing toy bass (self-deprecating humor is an attempt to fit in) for about 10 years and will continue to do so forever...but I am really starting to have a jones to learn the DB which is a totally different instrument but has the common thread of low frequency output. Anyway my question is, what are some basic things to look for when purchasing (probably used) e.g. construction, woods, parts, accessories...whatever. I know the obvious 'if it sounds good'. I don't need any of that kind of subjective advice. I would like to know some basic general things to look for so as to not get ripped off and get a decent instrument. My price range is somewhat low...up to $1,200. Also can someone explain the sizes...1/4, 1/2, 3/4 etc.
