The right size instrument for a student

Does anyone have an effective formula for sizing up a student with regards to 1/4, 1/2 and 3/4 basses. Do 1/8 size instruments exist? I've got several students between 11 and 18 and I want to have a good idea when it's time to upgrade their instruments to proper sizes. I've had students as young as 8 or 9 and wonder if they could use an 1/8 size? I've also got a really good 13 year old who is 5'9" and is going to play on a 3/4! I have a great opportunity to teach at a private elementary/middle school (ages 5-15) with an excellent music program and want to see what age groups that I can effetively recruit. Thanks.

My nephew started at age 10 on a 1/8th Chinese instrument that sounded surprisingly good. He's 13 and 5'6" now and has been playing on a 3/4 sized instrument for a while.
