I see this upright popping up on my local CL often. Anyone know anything about the brand? I've never heard of it

Unless someone else knows anything, I would contact the seller, and ask where they originally bought it, then contact that shop. I am not finding anything referencing this make/model except the ad you have posted.

Hey General, its just a paper label, eh? If its Romanian it will have come from one of the two factories there and be pretty decent. Go and see it with your teacher - play it and listen to it, check the seams and joints and evaluate it on its own merits.

You might be missing out on a good bass at a bargain price!
