Student Double Bass Size / Model Qs?

Hi - I am new to this forum - so be easy on me in the event this is not the right place to post

My nine year old daughter is picking up the double bass. She is 4'2 and will never be much taller than 5'4 (most likely). She has been playing piano for a few years and has music in her blood. Some get it and others don't (she got it...).

So - the school has a 1/8 for starter (likely a laminated POS) for $50 for the year. My other daughter started out with one of their cellos a few years back and it was a total POS... so I bought one from Linda West which was light years better. I don't want to buy her a 1/8 but I am interested in a 1/4 or 3/8 (if there is such a thing).

1) Is there a 3/8 size double bass?

2) Are there some 'basic' sizing recommendations based on player height?

3) Are there any recommendation as for type of bass / construction?

4) What do people think of Samuel Eastman, Karl Reiser (on local craigslist), other manufacturers/models?
