ok there are 2 types of basses, the classic german style and french/italian style.
the german bass is much better for jazz becuase when your left thumb hits the heel at the V position you can play in Eb with the first finger (a good key for jazz, no?)
when you do the same on a french bass you play a D, so you have one position less, in the V 1/2 position you have to change to 3 fingers.

Ok, so in other words, you want to know if it has a D or Eb neck?
(that's the usual way to call that)

On this bass, at the heel you're actually at C.

Can someone clarify this? When I have my thumb at the heel, the note opposite is the D on the G string. Is this how you distinguish D from Eb neck?

Yes, this is a D neck.
