wich one choose?

hi folks.

since it's my first post i'd like to introduce myself a bit:

my name is lars,i'm 19 and live in france.i was living in the countryside but then i had to move out to the city for studies.

i actually live in a flat at the 4th floor and there start the problems...i used to play a cheap 3/4 chinese bass with weedwackers.i had a piezo under the bridge.i play mostly rockab' and nashville stuff.
but obviously,now that i live in a flat i can't play my bass anymore.
so my question is:wich eub choose?

i want to keep a close setup(heavy wackers 9mm string height)
it must be easy to transport in bus and so on
it must be cheap.less than 800 bucks,the less the better.
with in mind that i can arange things myself.i know a bit about lutherie
