I would love to have the bass, but wish you were wanting to trade it. Uncle Sam has me in his sights. I have a black 1998 Fender Precision (USA) with EMG's and a BTC preamp I'd trade for it. But I realize Cash is King

Man, I've tried almost every Fender jazz and still haven't found the right tone. Have my 60's Classic for sale in mint cond. Maybe a 90's Deluxe might be the ticket. Maybe I need that preamp. I dunno. My Millennium has me spoiled, lol.

Does this bass have the Posiflex Graphite Neck Support Rods? What year did Fender produce necks with this design?

Yes, this bass does have the graphite rods, they started using them in 1994 or 1995 and use them on the American Precision & Jazz Basses. Not the reissue models, mexican, Japan, Korea, China, or Indonesia models.
