the bass is a 66.
after the refin the neck must have been mislabeled 62.
the original owner has had the bass since 68.

That stamp doesn't look like it came from the Fender factory...

Neck Stamp etc

Old Fender Jazz Bass neck stamps always start with a 7. So this is a non-factory repro.

For a 66 neck the decal is not period correct. Seems to be a repro as well.

What a funny idea to put some foil on the back of the metal control plate. For shielding ?

So did the guy who refinished it make off with the original neck?

Neck

There is no evidence that this is a 66 neck nor that it is NOT a 66 neck (but must be a very early 66 or late 65 - otherwise it should have binding).

Anyway - the bass looks great and might sound fantastic, interested players should check it personally and determine how much it's worth for them. All I can say from the pics is that - besides the refin - some collector's attributes are not there.

Looks like a very late 65/or very early 66 neck to me.
The tuner screw holes are only drilled to fit the schaller style oval and later tuners. And it has pearl dots.

If it was a 62 neck it would have had the 4 extra divots per tuner drilled in the wood to clear the crimping of the Kluson reverse tuners, and it would have had clay dots. Not only that, but Feb 62 would surely still have a slab board. It's a bogus neck stamp.

But still a cool looking bass nonetheless. Looks to me that neck is original to that bass, a very early 66 made with left over late 65 parts. They're out there, and do pop up.

all i can tell you is the bass is in the condition that I purchased it.
the shielding was added by the last owner.
the bass is a "players bass" and it sounds great.
it has some questions about the period correctness.
i am not trying to pass this off as a pristine, period correct bass hence the asking price.
if i played more 4 string i'd keep it but 99% of the music i play requires 5 string or upright and I am not a collector.
