I've had this neck plate in my tool box for over 20 years.
It's serial number 644701 and has the black plastic backing plate.
It's scratched like from buckle wear and like many from that era with the plastic backing plates, it's rusted on the back side.
According to online resources it's from 1975.
I anyone knows for sure this isn't a 1975 serial number please let me know.
