Actually that's for late 90's through mid 2000 American Deluxe Fender basses. Not the new post 2008 American Standards.

I recognize this, having just purchased one myself. It's the Schaller/Fender lightweight tuner. The body of the tuner is black because it's made of a lightweight non-metal composite material. Schaller mentions "carbon and processed aluminum" on the very similar BMCHL Light tuner. The rest of the tuner - button, shaft, post, and gear - are indeed chrome, and beautiful chrome at that. It's a very nice tuner.
