I had the same problem with some screws breaking off on a Fender neck. If you take a drill bit the same size (mm) as the screw made to drill through metal, you can drill the broken screw into metal dust, then take a wooden dow (spelling??) the same size as the hole and glue it in the hole, use a razor or knife and even the dow with the headstock wood and "SHAAZAM" good as new!!!!!!!!!

Yea I originally tried to drill out the screws that way, but the bit kept slipping off the screw and into the neck.

Pretty steady, but the screw was so small that whenever the bit would catch a small spur in the metal it would jump.
