I have a good working little mixer with built in FX I bought this to use in a recording project and have since sold everything.
This is not a USB mixer I used a M-Audio USB DUO to run stereo channels out of this into my laptop. It does have phantom power. The only bug with this unit is the little plastic pin on the AC adapter broke off but it's not an issue. You just have to look when plugging it in to see how the pins line up.
