Yes. Without a SIM card, think of it as an 8GB iPod Touch 1G plus a camera, speaker, and microphone. It is thicker and heavier than an iTouch but you can still use many apps and browse the web, etc. without a SIM card.
You may need an AT&T SIM card to activate the phone, even for non-phone use, if you plan to upgrade the phone's firmware in the future. However, if you "jailbreak" the phone, then you can "hacktivate" it without a SIM card. Since it's a used phone, jailbreaking would be a good idea anyway. You're no longer tied to AT&T's Terms of Service, so you can do whatever you like to the hardware.
