First off, the tone controls are passive. That means they're cut only; no boost.
I can only assume that you purchased the correct parts. The listing on the G&L Store is
here.
Did you replace the old pots with the correct value new ones? 250K replaced with 250K, etc. It's an easy error to make and is worth checking. I don't have a Tribute schematic or diagram to work with, but experience (and the USA circuit) tells me that the 1Meg will be the bass control, the 250K pots will be the treble and volume controls.
As to the new pots being scratchy right out of the box, that's obviously not right and you should contact G&L for replacements. You could also get a can of Deoxit from a good electronics shop and give each pot a cleaning (do this out of the bass).
As to the switching not working correctly "post-repair", double check your work to verify that the new pots are installed in the correct locations. While you're in there
carefully digging around, look for loose wires and poor connections. If this doesn't improve things, contact a G&L dealer for help in getting the bass repaired.
