8ohm 600watt cab + 8ohm 600watt cab

Does this equal 1200watt handling? What I mean by this is if I was to plug these two 600watt 8ohm cabs into a 1000watt @ 4ohms head... Does this mean the 1000watts will split in half (or thereabouts), therefore the cabs being within the "safe-zone" (500watts going to each cab)?
Or is this Bi-amping?

Not exactly but you will be fine with that setup. May I inquire as to the makes and models?

speaker power rating

In theory---YES

As discussed many times, the power rating has to do with the heating of the speaker coil.

Pushing lots of bass into a speaker will heat it fasteer.

Speaker distortion can lead to a blown speaker if the speaker is pushed past its thermal limits.

Well I have an Ashdown ABM 4x10 8ohm cab & a GK BL600 head but am weighing up my options as far as getting a higher wattage head & another ABM 4x10.

Getting a second cab will make your rig sound a lot louder regardless because you'd be using the amp at full capacity, while moving more air due to the additional speakers. Then you can decide whether you need more power or not. If you're not sure about getting a second cab either, get your rig to a local music store and try to add another 8 Ohm cab and see if you like the result.

Going from 180 watts and one 410 @ 8 ohms to 300 watts and two 410's @ 4 ohms is effectively doubles your volume across the frequency spectrum. You may not need a larger amp.
