With the b200 head and a the 410 and 115 cab, why does everyone suggest the 115 on top? |

Get two 4x10's.
The 1x15 will be the weakest link, and it does not make sense to have a 1x15 +4x10 from a technical standpoint.

A 210 and a 115 are pretty much better mated, but the 410 and a 115 are not a good pairing.
If you were to not need a lot of volume, then it's prolly gonna sound/work OK - but not as good as it could, and of course when you go for more power, you'll be feeding the 115 a lot harder because of the Ohms differential and the fact that the 115 will reach it's operating ceiling at lower power than the 410.
If you want to try it - and remember to listen for the 115 in distress (which may not come on since you are running just 200 Watts) and you place it on top of the 410, you'll hear it's 'presence' a little easier closer to ear height and you can keep a better oversight of it's operation.
