Amp?bass troubles

So I have an older Gk 400 rb, probably from around 2004 and a hartke 4.5 bass module xl series. My problem is that when I turn my amp on it has a a little hiss, but as you turn up the volume to even a 10th of the way up the hiss gets louder and louder, to the point of it being disgusting with the treble all the way up. It really bad, and I can't quite tell if its the amp or the speakers. And then my bass, which is a really cheap ibanez gio soundgear, recently has begun to hiss with its treble up, on other amps even. I'm really lost on how to fix it, and myself being only 16 and paying for all my own stuff, I don't know what to do.
I plan on buying on american J bass after saving up for a while, so the bass problem isn't something really important to me, but If anyone could help with my amp that would be awesome.

Well, you could turn your treble down.

It sounds to me that your issues start at your bass. Plug another bass into your rig and see if the hissing is still there.

Well even if I do that , if I turn my bass up at all, there is a lot of hiss, even with a little treble there is still a lot. So its not just a matter of my treble being high. And when i try to plug another bass in its still there. The hiss is there even before I plug anything in.

High gain amplifying stages produce hiss. The design and component choices can reduce this somewhat. If your cabinet has a tweeter try reducing its level.
