| it's the amp picking up the radio frequency (RF) caused by the 'fridge switch. the switch arcs as it closes or opens, which makes 'static" similar to what you hear on an AM radio when there is a thunderstorm. the AC mains carry it to the amp.
Can be reduced by using a different circuit, since that will reduce the amount of noise that reaches the amp. But in a dorm room, probably everything is one circuit.
