The GK 700RB II is safe down to a total of a 4 ohm load.... I'm not sure what the ohm rating is a a SWR Goliath II....

That will work. In fact, it leaves enough room to get a second 8 ohm cab. This scenario will give you a total load of 4 ohms which is the minimum for the head.

So the 4 works for an 8 and an 8 won't work with a 4? I'm kind of a noob when it comes to these questions

Higher ohm are fine, lower ohm go *boom* so...

Head with a 4 ohm min can be plugged into any 4 ohm or greater cab (4 or 8 in your case)

Head with 4 ohm min can be plugged into two 8 ohm cabs because two 8 ohms in parallel give you 4 ohm (so head is happy)

two 8 ohm cabs will give you a 4 ohm load.... you can run ONE 4 ohm cab with this head or TWO 8 ohm cabs....
