Question Ampeg B25 repair question

I'm looking at purchasing a used Ampeg B25 that's had some seemingly non-standard maintenance performed. Here's one example I was able to get a photo of: Bypassing the can capacitor and replacing it with these two individual caps seemingly well secured and well installed on a strip.

Without spewing all of the tidbits of research I pulled from the internet I thought I'd just toss out that tiny bit of info and this picture and let you guys have at it without predisposing you to any particular conclusion.

What say you to this?

No resistors required? It was my understanding (or not) that the original can had them included and would need to be accounted for after the original can is bypassed.

shouldn't need bypass resistors if it's not in series

All the pots are changed out, too, and possibly more. Just making sure it's not a hack job.
