Another Ampeg SVT-2 Bias Light Question

I see these questions a lot, but couldn't find an exact answer on my question.
I just recently bought a mid 90's SVT-2 Pro. It sounds great, but I noticed the Bias lights are not lit up when the amp is on. Neither the green nor red lights are lit up.
Does this mean I need new tubes? Or does it mean the green and red LED lights are not working properly?

Does the amp sound OK?
Is it making an unusual amount of noise?
Is it kind of weak in its volume?

I just recently acquired a SVT-2 Pro ( 1997 vintage ) Here's what you need to do:
Let the amp warm up for at least 20 minutes, then with the stand-by switch in the off position ( the amp will be on ), with nothing plugged in, adjust the trim till the green lite comes on, then your done.

I haven't played it out yet, but it sounds ok in my house. It's very loud.
