Bill Fitzmaurice and greenboy (fEARful) have designed cabinets around commercially available drivers, and provide exhaustive specifications. They do not build and sell the cabinets themselves, but there are plenty of builders of each design around.

Manufacturers proper who come close (but keep some proprietary secrets for justifiable reasons) are Duke LeJeune of Audiokinesis and Alex Claber of Barefaced, both of whom are active participants here and seem to be genuinely standup dudes.

If cab manufacturers published SPL charts they wouldn't be able to print bogus specs in marketing material.

EDIT: Yup, haven't looked at Audiokinesis but Barefaced Bass seems to publish credible numbers (no SPL charts but meh).

Problem is that most commercial manufacturers don't use off the shelf components. They use drivers built to their specifications. Acme certainly do and Andy lewis's specifications are accurate.
