I just bought a sunn SPL-8720 and i have no idea what it does and how to use it  .any info would be great.

Shouldn't really use stuff just because you have it, unless you are trying it out to see what it does. Since this is a technical device, rather than a 'tone' one, its something to understand first. I think it will be of limited use in a bass rig.

Amp out to the input and outputs to the high and low speakers - i guess the dial must let you attenuate the high freq out?
Is the crossover freq fixed? |

If it were a crossover at 80 hz or something you could use it to drive some 18s if you want to redicoulously boost a suboctave or someting, but 1000 hz isn't really useful for a regular bass rig... |

You might could remove it and bolt it onto the back of a DIY speaker cab, but the 1000Hz point is probably not ideal. If it was 500Hz or so, you could use it to cross from a woofer to mid. Most tweeters would need a higher crossover point.

My experience with crossovers is that it would go something like:
pre---crossover---amp1---high cab
