could this be used as a preamp?

Vintage Gallien Krueger RB200 Bass Amplifier Amp Head RB 200 | eBay

I know the tone on this is killer, but it's not enough power. Could it be used as a preamp? If so, what kind of power amp would be suitable?

I don't know a lot about power amps, only some brand names: Crown, Mackie, Stewart, QSC.

I'm actually looking at this as backline for outdoor festivals that I book. Probably couple it with a pair of 15 cabs or one or two 4x10 cabs. I've been looking at the Avatar Neos.

Yes, you could run its "direct out" jack straight into a power amp. If somebody already owned one of these, and loved the tone, then I'd say "hey go for it with the power amp". But frankly since you don't know how it sounds yet, and you want it for backline --so more wattage will be mandatory-- then why buy it? By the time you had won the bid on the head and bought a decent power amp and a rack for them both, you would have paid as much as a new amp that didn't need any extra help, that would be more reliable, and that wouldn't get you looks of confusion and scorn from the visiting bands.
