Can this be done? Like with a Tech 21 BDDI or Hartke VXL Bass Attack acting as the sole pre-amp to power amp? If so can you recommend a power amp

With the right combination can be done.

Too many variables to get you an honest and credible answer.

So.. yes.. have done it.. yes worked well.. in your case, please post specifics.

Yup. I used to run my BDDI to my QSC RMX850 and it sounded good.

True on all counts. In the OP's case, it sounds like he can't post specifics because he hasn't bought anything yet.

OP, the best thing you can do is get a power amp with an "input sensitivity" rating of 0.7 volts. Not 1.0 V, not 1.2 or 1.4 V, seriously. What this number means is the amount of output signal level (from a preamp) that will drive the power amp to full strength; the lower the number, the better your odds that a pedal preamp will do the job properly.
