What would happen if the pre-amp in my head (hypothetically) had a bass frequency of 40hz and my cab had a frequency handling of 45? I'm asking because i'm considering a new head/cab setup and was wondering if that would affect it at all. Also if the pre-amp in my bass was set at 35hz, would the head lower it's frequency to that? I know I sound quite dumb and it's probably really obvious.

Your amp will reproduce whatever frequency your bass puts into it, and the cab will likely reproduce the first harmonic tone above 35, 40, or even 45 Hz, which is pretty typical, and even preferred in most cases.
