Mesa made the 2x15 boxes, and still makes them, in 4 or 8 ohm versions. Also, if you read the bass 400 or D180 manual it recommends that bass players who want

rewire their (parallel) 4 ohm 2x15's to (series) 16ohm and plug two 2x15 cabs into the (parallel) 8 ohm jacks. that is why there are two of them!
Also I believe the original stock speakers were 200W (400W total) with the 400W speakers (800 total) being an upgrade.
I know a lot of guys would get those and blast them loud for weeks until the fateful show where they couldnt quite hear themselves and ended up blowing out both drivers, at which point they got the upgraded speakers or, a lot of guys liked Gauss 15" in those cabs.
So yeah, it could be 16, 8 or 4 ohms. Borrow or buy a multitester and check the ohms.
If it reads about 5.8-6.2 ohms its 8ohms. If you are getting 3.2 its 4 and if you get 11-14 its 16 ohms.
(DC resistance reads differently than AC impedance).
Also could be the mesa custom speakers which were a hybrid of the Force line and the 15L.
