Not necessarily..............
Many bass speakers run out of "working room" long before the horns lower range, and leaves a hole in the frequnecy response. That is why the newer "super cabs" also have a dedicated mid driver.
As for the player control - Yes, they are cut off points for where the horn kicks in.
