Initially, I was going to suggest repairing the amp if it were only the headphone jack issue, even with the jacks (fixing input jacks is fairly simple most of the time). But, it sounds as if your volume pot needs to be cleaned / replaced too. The nail in the coffin though was that it's a 15-20w amp... not worth spending money to fix, replacement is cheaper.
Honestly, in that range I'd say they're practically all the same. Go with what you like, and don't push what ever you buy too much... remeber, it's only a practice amp. Another option (albeit a more expensive option) would be to buy a Bass Pod. You can use headphones with it, and you can even gig/record with it when the time comes (running it through an amp or into a sound board).
If you still want to go the practice amp route, in my opinion, they're all very much the same at that size/price range. Consider also that there are larger amps (suitable for giging) that also have headphone jacks. I'd suggest going to a local music shop (Guitar Center, or whatever) and see what's available.
