| Need advice on cheap preamp with tone control

I'm looking for advice on a cheap preamp and tone control.
At the moment, I'm running into the board via XLR and into a power amp driving a 15inch main speaker, so I would like something that can give me the XLR out to the board and 1/4 out to the power amp.
I would kind of like to try a tube sound, so I was thinking about the Behringer MIC200, but that doesn't look like it gives me much tone control, and the tone control is more important than the tube.
I was also looking at the Behringer BDI21, which looks like it will handle the tone control, but I don't want the modeling. I guess if I can bypass the modeling on this unit, it might be good.
Do you have any other suggestions? Here are my priorities in order of importance.
Under $50
Enough power to feed the power amp
Tone controls-treble, mid and bass
A tube that I can bypass
Two outputs, XLR and 1/4
