for instance i have an eden 410 8 ohm cab. can i buy 4 neo 4ohm speakers and just switch them?

No. The best you can hope for is a crapshoot. If you are trying to do this to wring the very last watt out of your amp your will find that the difference in volume is hardly noticeable.
