I sure do have a lot of noise coming out of my Peavey 15 Watt amp. Any suggestions on how to reduce it?

Well the only way I can describe it is a humm when the bass guitar is plugged in and the volume on the guitar is maxed out. When the volume is either off or at zero on the guitar, there is no hum.

I think you just answered your own question ... Sounds like your pickups. May just be hot, may be a grounding issue, may be picking up the electrical hum from the room, etc.

You have to determine whether it's your bass or your amp. Easy test is to plug another bass into the amp and see. If it's your bass, it could be pickups, or more likely your pots. There's a pretty comprehensive article on quieting a humming bass here:
http://www.activebass.com/a48--Quiet-The-Hummer
but it's for a specific instrument. But you can get the idea of how to go through the electronics and get everything made right.

Or not. A defective cable could be the culprit, but price doesn't equal quality. Anything more than $30 is wasted coin.

Is there a difference in between a guitar cable and a bass guitar cable? What I've got now is a guitar cable

No. Although I believe Monster will try and sell you one they call a bass cable. Just call them all "instrument cables" and you won't be confused.
