Orange Terror Bass EQ - passive or active?

I've seen some parties say it's active, some say it's passive.
On the amp itself (http://www.gear-vault.com/wp-content...ight-copy1.jpg), controls are marked 0 (flat?) at noon, cut counter-clockwise, boost clockwise.
I thought passive EQs have flat settings at max, and you can only cut.
So what's the deal with Terror Bass? Are the markings misleading? Or is it active?
